What happens on 1 October 2026?: Permitted or licensed waste receiving sites in England and Wales must start reporting every load to Defra's digital waste tracking service. The Digital Waste Tracking (England) Regulations 2026 [source] and the Welsh regulations [source] come into force that day. What does Phase 2 mean for carrier-only firms?: From October 2027, the same reporting duty becomes mandatory for waste collectors, carriers, brokers and dealers, not just receiving sites. No exact day has been published and no law has been made for this phase yet. Do I need a weighbridge?: Not for the Defra record. It accepts a measured weight or an estimate, and both are valid. Check your own permit conditions separately, because they may require weighing. [source]
